Closet City Mayor Moffitt and council members voted Thursday to invite three finalists to interview for the city’s vacant council seat, scheduling interviews for Monday, May 4 and naming Glenn Shepherd as the alternate.
The council opened the discussion on the appointment after the mayor announced the vacancy and asked for a motion to consider applicants. Council member Tinland moved to select the top three candidates for interview; the motion was supported and council members proceeded to rank their preferred candidates.
During the discussion, Council member Speshak said two applicants (transcribed as "Bridal" and "Manning") appeared to be in default on their water bills, adding that "it's public information" and that any candidate selected would have the opportunity to cure the delinquency before appointment. Mayor Moffitt said he was "sad and disappointed with this news," noting the application materials listed such requirements.
Council members debated process and agreed to a ranked polling system — each member listed their top three candidates plus an alternate and the clerk tallied results by numeric rank (lower numbers indicating higher preference). After the clerk’s tally, the council identified the finalists as Jennifer Birney, Adam Duberstein and Ethan Hahn, with Glenn Shepherd designated as the alternate.
Mayor Moffitt formally moved to invite Jennifer Birney, Adam Duberstein and Ethan Hahn to interview on Monday, May 4, with Glenn Shepherd as the alternate; the motion passed on a roll-call vote.
Adam Duberstein, one of the selected finalists, addressed the council during public comment and said, "I am Adam Duberstein... I just can't thank you enough, and I look forward to interviewing with you and getting to know all of you a little bit better." He identified himself as a schoolteacher.
Council members also briefly discussed city budget items and noted outstanding ROI questions that finance staff will revisit at the May 5 meeting. The council adjourned after the appointment vote.
The council will hold the interviews on May 4 as scheduled; no formal appointment was made at Thursday’s meeting.
