The Geneva City Council on April 20 approved routine business items and four public-measure votes covering grants, utility and development finance steps.
On a roll-call vote the council approved the omnibus consent agenda (10–0) and municipal bills for payment aggregated at $4,023,717.66 (10–0). The council then unanimously approved:
- Resolution 20 26-45, authorizing a change order with Vaughn Electric Inc. to install a temporary generator at the police department; staff said the purchase will be front-funded by the city and reimbursed by a state grant.
- Resolution 20 26-46, adopting IDOT forms BLR 14220 and BLR 14222 for FY27 local road management costs.
- Ordinance 20 26-07, establishing Special Service Area No. 35 (Midwest Industrial Front/Geneva Industrial Park) as a finance backup for stormwater detention and conservation easements tied to an annexation agreement.
- Ordinance 20 26-08, establishing Special Service Area No. 36 for the Roosevelt mixed-use development; staff said the SSA will stay dormant for 10 years and only be used if needed as a backup to TIF increment financing.
City staff said the generator change order was funded through a state grant and that the SSA ordinances are procedural steps required by prior agreements. No member voted against any of the measures.
