Fairfax County School Board urges families to delay smartphone adoption until after eighth grade

The Fairfax County School Board voted April 23 to adopt a resolution recommending that families delay providing children with smartphones for nonessential use until after eighth grade.

The resolution, moved by Board member McElveen, cites neuroscientific research about prefrontal cortex development and the U.S. Surgeon General's advisory on youth social media use. "We are taking a leadership role encouraging families to wait until eighth grade for smartphone use and adoption," McElveen said during debate.

Supporters said the measure is intended to be advisory, not regulatory, and to emphasize community norms and parental choice. Doctor Anderson, who seconded the motion, thanked community advocates and said the resolution was shaped by public input. Several board members noted exceptions for assistive technology and students with disabilities under IDEA and the ADA.

Students and parents in the audience praised the resolution during public comment. Anna Polikoff, a junior from McLean High School, told the board that "elementary schoolers and middle schoolers do not need a smartphone and having one will be detrimental toward their development," and urged families to take the pledge at home.

Clerk read the tally as 10-0-1; the resolution carried. The board invited supporters to join for a photo on the dais. The resolution is advisory: implementation remains with families and staff, and the superintendent and staff were encouraged to share resources that support the recommendation.

What happens next: the board reclassified the item to be taken up during the meeting and adopted it as an action item; the resolution does not change FCPS policy and staff will continue to provide resources and outreach to families.
