Board tables $88,600 traffic‑signal evaluation after construction‑period concerns

City engineering asked the Elkhart Board of Public Works to authorize a professional services agreement with AbenMarsh Consulting for a traffic-signal evaluation across multiple corridors (fee not to exceed $88,600). Jeff from engineering described the scope and identified intersections for study along Blazer Boulevard, the former Miles Lab campus area and other locations.

The chair raised concerns that widespread downtown construction and altered traffic patterns could produce nonrepresentative data and asked engineering to revise the proposal and review the intersection list. "As I look through the intersections, there's a number of them… with all the construction downtown, I don't think you'll get an accurate view of the real traffic situation," the chair said. Jeff agreed to take a second look and return a revised document in a couple of weeks.

The board voted to table the authorization pending the revised scope and engineering follow-up.
