Laguna Beach board revises ad-hoc governance committee after hours of debate over bylaws

The Laguna Beach Unified School District board voted to revise its ad‑hoc governance committee, setting a process for staff-and-board review of bylaws after lengthy debate over transparency and the committee's scope.

Trustee Howard Hills said the change restores the committee’s ability to document and recommend bylaw updates. "All it can do is convey to the board its thoughts and recommendations," he said, arguing prior restrictions prevented committee work. Some trustees, including Dr. Malcheski, expressed concern that substantive bylaw changes should be deliberated in full public meetings rather than behind closed doors.

District counsel confirmed that committee recommendations would be reported to the full board and that the board retains final authority over policy and bylaw changes. The revised committee language passed after an amended motion to supersede the prior version; voting included multiple trustees in favor and at least one trustee opposed.

Trustees and public commenters discussed committee composition, advising that staff, legal counsel and student representation could be useful; one public speaker urged the board to consider a residency verification policy for board members and candidates, which trustees said could be referred to the committee.

The committee will report recommendations back to the full board for any action; the board did not adopt substantive bylaw changes at the meeting.
