Prop S update: $51.1M capital fund active; Edgar Road playground funded with large anonymous donation

District staff provided an update on Prop S bond-funded capital projects, reporting a total capital budget of $51.1 million (including bond premiums and interest) and noting approximately 72.2% of funds spent. Presenters described completed and ongoing work across sites and systems: interior door replacements, window and curtain-wall upgrades, HVAC projects, asbestos abatement and library renovations, alarm and PA system upgrades, phone-system replacement and exterior maintenance projects.

One highlighted project is Avery Elementary's accessibility improvement: interior chair lifts, exterior ramp systems and relocated ADA parking will allow direct access to previously inaccessible cafeteria and lower-level spaces. The presenter emphasized that bond funds are legally restricted to capital improvements.

The Edgar Road South Playground project, presented with PTO representatives in attendance, will cost about $185,000. Funding was described as $38,000 from Prop S, $67,000 from the Edgar Road PTO and a $55,000 anonymous donation. The donor requested the playground name honor Adam Mallett. The design includes ADA ramp access to equipment, a wheelchair glider, musical instruments, multiple swing types and more inclusive surfacing. Board members praised the PTO and student involvement; the project was placed on the consent agenda for approval.

Staff noted approximately $2.2 million likely remaining for summer work prioritized toward high-school interior doors, contingencies and market volatility. The presenter also flagged the need for ongoing long-range capital planning as roofs and HVAC units will require future replacement cycles.

The board engaged with questions about wayfinding signage standards, numbering of rooms for fire safety, the district's asset survey and partnership with Ameren for exterior lighting. Staff said the district will continue coordination with Ameren and Bond Architects and will return with additional details where necessary.
