Historic Preservation Commission waives demolition delay for 1214 South Lincoln, public warns of losing affordable units

The Bloomington Historic Preservation Commission voted on April 23 to release the demolition delay for properties at 1214 and 1214½ South Lincoln Street, allowing the owner to proceed with proposed demolition after the commission concluded no further review was required.

Staff described the bungalow (built 1925) and the small ADU behind it and recommended waiving the demolition delay. Jan Silerby, a neighbor, urged the commission to consider the loss of California bungalows and the impact on affordable housing, noting the properties had rented for modest amounts. Silerby warned that the city has seen multiple affordable units removed in recent months.

Commissioners expressed their reluctance and lamented the loss of affordable housing and historic fabric but said their considerations were constrained by the demolition criteria and the commission’s scope. One commissioner summarized the tension: preservation values versus the property’s condition and legal criteria.

After public comment and discussion about the process and the availability of petitioners at demolition‑delay hearings, the commission voted to release the demolition delay and waive the remaining waiting period. Staff read the release into the record and noted the commission may later recommend historic designation to the common council if warranted.

The commission encouraged the Bridal Park neighborhood to pursue preservation measures and noted staff would continue outreach and documentation for future cases.
