Kimley‑Horn consultants told council that updated growth assumptions show slightly more 10‑year development on the west side of town and that specific CIP updates changed recoverable costs in Service Area C for roadways and increased Denton Creek wastewater recoverable costs. The consultant said the roadway Service Area C maximum assessable fee would fall to $2,949 per vehicle‑mile under the new calculations, and that townwide water and wastewater calculations produce higher maximums than currently adopted (the consultant said the water maximum is $10,317 per single‑family‑equivalent at 100% of maximum, though council adopts a percentage of the calculated maximum in practice).

Council approved adopting the land‑use assumptions, capital improvement plans and amended Chapter 42 provisions to update the fee schedule. Council members discussed policy about assessing 100% of the calculated maximum versus partial assessments and noted the use of targeted abatements as an economic incentive tool for specific developments if council chooses to do so in the future.

No immediate appropriation resulted from the vote; the action updates the statutory basis town staff will use when collecting and applying impact fees tied to new development.
