The DeKalb County Operations Committee approved a staff recommendation to update committee responsibility assignments, directing animal enforcement services to the Employee Relations and Public Safety (IRPS) committee and moving fleet management to the Public Works and Infrastructure (PWI) committee.
Central staff explained the shift is intended to align enforcement activities and operations with the committees best suited for those functions. Staff said Director Fulham manages both shelter and enforcement functions and keeping related responsibilities together enhances oversight. As staff explained, the change will “align their functionality ... to the committees that we believe more functionally meet their goals and objectives.”
Commissioners discussed the practical implications — one member noted that elements such as lifeline and the shelter coordinate with animal control and that some crossover might persist. Committee chairs agreed that if an item needed to be heard in Operations later, chairs could coordinate to transfer it back for discussion. The motion to approve item 260729 was moved, seconded and passed by voice vote.
Why it matters: The reassignment is procedural but alters which committee will handle oversight and follow-up for animal enforcement and county fleet operations, potentially changing staff reporting lines for committee reviews and audits.
