The Legislative Budget and Audit Committee voted April 22 to approve awarding an RFP for Anchorage office space for the Division of Legislative Audit to Tutor B LLC on terms described by procurement staff.
Vice Chair Representative Fields moved to approve the award of the RFP; Chair objected for the purpose of discussion and asked JC Kestel, procurement officer for the Legislative Affairs Agency, to summarize the procurement. Kestel said the RFP closed on Feb. 19, 2026, two proposals were received but only one was considered responsive to the RFP requirements, and a proposal evaluation committee recommended awarding the contract to Tutor B LLC for a six‑year lease with five optional two‑year renewals.
After the procurement briefing and an opportunity for questions, the chair removed the objection and the committee approved the lease award. No roll-call vote was recorded in open session; the approval was recorded on the meeting record by unanimous consent.
The committee did not provide additional fiscal terms beyond the lease length and renewal options in the public discussion. Procurement staff and legislative audit staff were present to answer follow-up questions and will oversee implementation of the lease award.
