Three students from Neptune Middle School told the School District of Osceola County board on April 21 that middle‑school students need scheduled recess time and urged the board to back a state‑level change that would require 100 minutes of weekly supervised, unstructured play for grades 6–8.
"If this passed, it would have required all Osceola County and Florida middle schools to provide 100 minutes of supervised, unstructured free play recess per week, ensuring at least 20 minutes of break time on most school days," the students said when identifying themselves as Carly Leach, Elise Marfrancois and Lucy Graham. They told the board that middle school is a peak time for academic stress and that short breaks help students decompress and reduce behavioral issues.
The students said they had traveled to Tallahassee earlier this year to speak about the proposal; the bill they supported did not pass but the trip raised awareness, they said. "Middle school is a peak time for academic stress... A 20 minute break allows students to decompress, reducing burnout and behavioral issues," they said.
Board members and staff responded appreciatively but did not take immediate action or refer a motion to committee during the meeting. Dr. Shanoff and other board members commended the students for civic engagement and said they would follow up as appropriate.
The presentation raised a local awareness item for the board; any formal policy change would require staff analysis and a formal agenda referral or a state legislative amendment.
