Chair Marchman presented a concept to give the Joint Technology Committee authority to subpoena witnesses, compel testimony under oath, assemble records and, for noncompliance, allow a committee vote to find legislative contempt with potential employment consequences for state employees.
Senator Bazely voiced strong opposition, saying she was "not at all comfortable with the bill" because it would change the relationship between the legislative and executive branches. Vice Chair Titone argued the measure is intended to provide the legislature a tool for oversight and accountability and said similar statutes exist elsewhere. Other members expressed mixed views: some supported stronger oversight while others cautioned the proposal was too harsh and might not secure enough votes.
Chair Marchman said she did not expect the bill to receive sufficient support and declined to move it forward; the committee adjourned to continue its work at a later date.
