Council presses staff for clearer grant scenarios on $55M Brewer–Ranger roundabout plan

Councilors pressed staff for clearer numbers and sequencing for the Brewer–Ranger roundabout after staff explained the project is being budgeted under two potential scenarios: full build timing if congressional/discretionary or NACOG funds are awarded for FY27, and a conservative carryover scenario that shows a higher FY28 amount if grants do not materialize.

Public works staff explained the presentation intentionally included both grant and no‑grant scenarios so the council could see the double‑counting in FY27/FY28 that comes from holding contingency for both outcomes; they said staff can adjust the display for FY28 to reflect the grant award status as applications are decided. Councilors also asked for more detailed traffic‑engineering and business‑impact briefings for the surrounding commercial areas affected by the roundabout.

Council members clarified sequencing for the larger SIM 5 program—staff advised the Brewer‑Ranger roundabout should be built before the Brewer reconfiguration and Forest Road tie‑ins because the roundabout is required to provide necessary capacity for subsequent changes. Staff agreed to update the CIP slides and run a SIM model status update in June so the council has up‑to‑date forecasting to inform any FY27 approvals.
