Lake County supervisors advanced an amended ordinance for first reading that would adopt Development Agreement 24‑01 for the Gwynnock (also referenced in materials as Glenauk) Valley Mixed‑Use Plan Development Project.
Senior planner Michelle Iris told the board staff and county counsel revised the agreement’s recordation language so timelines conform to state government code and to address discrepancies in exhibit sections 6.1 and 41. County counsel had advised the continuance from the April 14 meeting to allow those edits.
Board members also reviewed proposed language to section 12.5 that the county attorney and developer negotiated. Under the added language, if Calliomi County Water District purchases and operates the off‑site well identified in the term sheet, the developer will grant the district rights to groundwater associated with the well site. The change was proposed to be incorporated into the development agreement attached to the ordinance.
County counsel outlined the procedural options for the board and explained that, because this is the ordinance’s first reading, the board may approve it as amended and advance the draft for a subsequent meeting where final adoption could occur.
Supervisor Guintavano moved to approve the ordinance first reading as amended to be read in title only; the motion was seconded and carried 5–0. The board then moved to advance the draft to the next Board of Supervisors meeting for consideration and possible adoption; that motion also passed 5–0.
The board closed the public comment period without speakers and directed staff to include the agreed edits in the posted ordinance ahead of the next hearing.
The item will return for a future meeting where the board may vote on final adoption or further amendments.
