Harris read the project into the record and said the ADU measures 408 square feet, meets the city's ADU standards and requires no additional parking.
Harris said the site lies in the city's nonappealable coastal-jurisdiction area and that staff determined the project is exempt from environmental review under the California Environmental Quality Act (CEQA) Section 15303 for new construction or conversion of small structures. "It is consistent with the city's local coastal program and the land use plan," Harris said when announcing the findings.
Harris made the coastal development permit findings in the staff report and announced approval; per the hearing record she stated the decision is final for this jurisdiction. The record shows staff also confirmed the project complies with zoning setbacks and the city's accessory dwelling unit ordinance.
