The St. Peter City Council voted on several measures at the meeting, approving a donation and multiple ordinance and procurement actions.
The council accepted a donation from the Carl and Vernishmidt Foundation for the Gorman Park Improvement Project (a contribution described in the packet as under $25,000, with disbursements scheduled 06/18/2025'07/09/2025). A motion to accept the gift was moved, seconded and approved by roll call; the Clerk recorded unanimous aye votes.
On ordinances, staff presented a draft that would eliminate the city's police civil service commission by removing the commission's enabling language from City Code and reserving the division for future use (packet p.53). The staff presentation reviewed the commission's historical role and cited state statute procedures for elimination. A council member raised accountability concerns about how promotion, discharge and disciplinary functions would be handled; staff said routine HR functions will be managed administratively and the council retains statutory oversight. The council moved, seconded and approved the ordinance amendment by roll call.
The council also approved an amendment to St. Peter City Code chapter 54 (vegetation/tree maintenance) that removes a hard'coded tree species list from the ordinance and instead points to the annually updated resolution adopted by the tree board (packet p.56). Staff said this approach reduces inconsistencies and keeps the list current. The ordinance amendment passed on a roll'call vote.
On the Scholarship America building project (to be the new City Hall), staff reviewed the solicitation and specification documents (packet p.58 and p.60 for budget information), described the roles of ISG (architect/engineer) and the construction manager, and noted the project will prioritize opportunities for local contractors (paper bid option provided). Staff anticipated a bid opening in late July or early August with council review to follow; the council approved a resolution to authorize staff to solicit bids.
Council members recognized longtime employee Susan Bruntz for 36 years of service; staff also updated the council on the Gorman Park playground demolition and phased construction timeline, with Parks/Recreation staff reporting that demolition of the previous orange-and-tan playground is complete and work will continue into September/October. Staff encouraged residents to consult the City of Saint Peter and Police Department Facebook pages for event updates (the upcoming Party in the Park event was clarified to start at 9 a.m.).
