Blue Earth County commissioners and the EDA approved targeted uses of Housing Trust Fund resources on April 21 to address seasonal shelter gaps and support community land-trust homebuilding.
An EDA/Housing Trust Fund presenter asked the board to authorize up to $135,283 to expand Connection shelter operations from May through September. The presenter said the proposed expansion would operate 48 overnight beds with low-barrier access, flexible check-in, meals and on-site housing-focused case management. "The budget gap for summer operations is $145,283," the presenter said, noting the shelter has already received $10,000 in CDBG funds from the City of Mankato and is pursuing private fundraising and community matches.
Commissioners voiced support; a motion to approve the allocation and any required funding agreements passed by voice vote.
On a related housing item, staff described the Community Land Trust Phase 5 request: the city was expected to commit $125,000 and Blue Earth County $75,000 in support (staff discussed $25,000 per home in that phase). The EDA requested authorization for the executive director to enter a Phase 5 contract through Dec. 31, 2027; the board approved the motion.
Why it matters: presenters said the shelter expansion fills a seasonal gap that contributes to unsheltered encampments, and the land-trust work aims to produce new permanently affordable homes serving households at or below 80% of area median income while leveraging new-market tax credits and other local resources.
