Troutdale urban renewal board approves Riverfront levy and passes URA budget

The Urban Renewal Agency for the City of Troutdale voted to approve the levy for the Troutdale Riverfront Renewal Plan area for the 2026–27 fiscal year and then approved the proposed urban renewal budget as submitted.

At the meeting the agency moved to approve the maximum revenue to be raised under the cited constitutional and statutory authority (section 1(c), article IX of the Oregon Constitution and ORS chapter 457). Councilor White moved the levy motion and Heidi Timmerman seconded; the roll call produced a majority in favor, with Director Victoria Rizzo recorded as the lone “no” on the levy vote. The subsequent motion to approve the URA’s proposed total budget passed on a roll call that was recorded as unanimous.

Why it matters: The approvals allow the urban renewal agency to proceed with the Riverfront Renewal Plan’s levy in the coming fiscal year and keep URA projects on schedule. Agency staff framed the proposed budget as routine and said they had no outstanding follow‑up items from prior presentations.

What happened: After the motions were moved and seconded, the clerk called the roll and recorded each director’s vote. Following the votes staff thanked the board and the agency adjourned to return to the city budget committee meeting.

Next steps: URA staff will carry forward the approved levy amount and proposed budget into implementation planning for the Riverfront Renewal Plan area; no amendments were recorded at the meeting.
