Committee narrows Paraquat allowances, plans phased ban with agency permit window

The committee discussed final drafting details for a Paraquat bill, focusing on permitted application methods and a ban timetable. Chair reported the committee is moving toward the House version’s approach: an immediate ban except by permit from the Agency of Agriculture, followed by a full prohibition effective Dec. 31, 2030.

Members pressed on what non-hand-spray application equipment would be allowed. Several speakers said testimony described an apparatus that applies narrow strips (an example cited was 32 inches wide) and a maximum spray height of 14 inches; committee members discussed setting the statute to limit strip width to roughly 32–36 inches and nozzle/spray height not to exceed 14 inches to reduce drift.

Committee members and staff raised enforcement questions (who would inspect applications to confirm compliance) and requested technical input. Attorney Collier suggested consulting the division director of plant industry (Steve Duenal) and offered to connect the director with committee staff for a follow-up meeting to resolve technical measurement and enforcement issues.

The committee agreed to get technical feedback and to finalize language quickly so the bill can move forward.
