Corinne council adopts annual municipal wastewater planning survey after brief debate

The Corinne City Council voted to adopt the annual Municipal Wastewater Planning Program survey after a short debate over whether members had time to review it.

Chair (speaker 1) described the survey as a "checks and balance" projection tool that asks the city to estimate 25-year replacement costs and whether the city is saving appropriately. Committee member (speaker 4) moved to adopt the survey; Committee member (speaker 2) seconded the motion. Chair called the vote and announced the measure adopted.

Several council members said the survey is largely procedural. Committee member (speaker 4) observed that the document is essentially a set of questions and, despite limited review, said the council could rely on staff to complete and audit the responses. Chair characterized the item as "a formality to dot an I cross a t," noting staff (JL and Kendra) typically fill out the survey.

Opponents of adopting without review voiced discomfort at approving material they had not read; one member said they would prefer to review the document and pushed to postpone, but the majority voted in favor of adoption.

The council did not change policy or commit new spending during the vote; the motion adopted the annual planning survey only. The council agreed to make the survey available for member review at the next meeting and to have staff provide the completed responses for record-keeping.
