The city presented an updated Phase 1 concept for Tipp Park’s southeast corner that would adapt abandoned tennis‑court space to create community amenities: four pickleball courts with shade structures and benches, a premanufactured restroom connected to utilities, and a fenced dog park with separate small- and large-dog areas. The plan reuses the existing tennis-court footprint to limit new land disturbance and seeks to preserve large Jefferson‑street trees by routing the driveway and parking to avoid them.
The design also proposes a driveway crossing over Boys & Girls Club property to provide pool and park parking; staff said the Boys & Girls Club signed a written confirmation approving the crossing and asked for a sidewalk connection to the pool entrance. The concept includes ~44 parking spaces sized to the available footprint and small paved connections from parking to courts and to the pool.
Commissioners requested a cost estimate tied to the design updates. Staff said phase‑1 cost elements will be presented in later design milestones and that additive alternates could be used at bid time to manage budget flexibility.
