A special-call portion of the meeting considered three options for the city’s summer-enrichment program: (1) authorize collaboration with United Way of Southwest Georgia; (2) a United Way collaboration with scholarship provisions; or (3) the city act as administrative agent for the Albany Summer Enrichment Collaborative. Community partners including the YMCA and local youth-service providers spoke in favor of Option 1.
After public comment and brief staff framing, the commission moved, seconded and called the question. The roll-call vote recorded four commissioners voting yes and the mayor and two others voting no; the commission adopted Option 1, authorizing collaboration with United Way of Southwest Georgia. City staff said the program will require a budget amendment because funds were not previously appropriated and recommended drawing from fund balance; staff will present a conditional budget item for the April 28 meeting to enable timely implementation of summer programs.
Staff emphasized speed: whoever administers the program must move quickly because summer programming begins in May, and partner organizations are preparing program logistics. The commission also asked staff to distribute written statements submitted by community speakers who could not stay for the special call.
