Zoning staff told the board the Board of Zoning Appeals had recommended denial; commissioners raised concerns about the buffer’s role in separating industrial parking from residentially zoned parcels, the absence of on‑site restrooms or visible security in the applicant’s plans, and potential roadway impacts from truck queuing.
Applicant representatives and a technical witness described constraints posed by a Georgia Power easement that consumes a portion of the site and said a tall berm and planned security fencing would mitigate impacts. A company representative said the facility would be a secured, leased parking operation with QR‑code access, cameras and perimeter fencing, and that it would not operate as a truck stop. Despite those assurances, the board, accepting planning staff’s recommendation and the BZA’s prior denial, voted to deny the variance.
Separately, the board approved Variance BAR26‑04 for a front‑yard setback reduction at 9 Ivy Springs Drive (Newnan, District 4) to allow a porch reconfiguration; the BZA had recommended approval subject to a minimum 45‑foot setback condition and the board adopted that condition.
The decisions underscore the board’s deference to BZA recommendations and planning staff analyses on buffer and setback standards; staff noted applicants may return with revised plans or pursue further administrative or legislative remedies.
