Commission authorizes confidentiality agreement with Eden Renewables as solar discussions begin

The commission authorized staff to enter a confidentiality agreement with Eden Renewables LLC to support preliminary discussions about a possible solar project and a future purchase-power agreement.

Paul explained the draft confidentiality agreement protects developer trade-secret material while meeting Minnesota’s Data Practices Act requirements. Staff and the city attorney reviewed the form; staff emphasized the city does not expect to provide trade-secret information but that the agreement protects confidential data a developer may supply during negotiations.

A commissioner moved to approve entering the confidentiality agreement; the motion was seconded and carried by voice vote. Staff said the authorization is limited to the confidentiality agreement and does not itself bind the city to any purchase power agreement or contract.
