The Fulshear City Council voted April 21 to accept a written services agreement with Fulshear Development Partners LLC, annex an approximately 4.03‑acre tract near the southeast corner of FM 359 and Rogers Road into city limits, and zone the parcel General Commercial (GC).
Planning staff said the tract is essentially surrounded by existing city limits, the property owner petitioned for annexation and city utilities can serve the small parcel. The services agreement documents which city services (water, wastewater, police and others) will be provided upon annexation; staff clarified that utility extension costs—such as pipeline or lateral connections—would be borne by the property owner.
During council discussion staff said the site plan presented to date anticipates a medical office with small retail fronting FM 359; staff emphasized that platting remains a later step and could constrain development if utility capacity or other technical concerns arise.
Council moved, seconded and approved the services agreement, Ordinance No. 2026‑1530 for annexation and Ordinance No. 2026‑1531 to adopt the GC zoning. No members of the public spoke during the hearings, and council recorded the motion as passed with no recorded opposition.
Staff said the annexation could unlock adjoining access improvements and spur additional development on adjacent properties.
