Menomonee Falls board approves contracts, TID amendment, recycling ordinance and appointments

The Menomonee Falls Village Board on April 20 approved a series of land, infrastructure and policy items in a series of unanimous votes, ranging from contract awards to code updates and an appointment.

Consent and finance: The board approved bills for March 2026 presented by Deputy Clerk Jack Buscher totaling $2,109,766.79 as part of a consent agenda (motion by Trustee Joel Sewell).

Planning and land actions: The board approved a certified survey map requested by Custer Lane Condominiums, LLC to create a non-buildable outlot at N80 W18303 Custer Lane (tax key 62.989), following a unanimous favorable recommendation from the Planning Commission. The board also granted a utility easement to Wisconsin Electric Power Company over village land (tax key 118.145).

Economic development: Trustees approved a modification to a tax-incremental district (TID 18) development agreement with Northbound Investments LLC. The amendment moves a $35,000 MRO payment later in the repayment schedule and adds an MRO year 2045 to the schedule; the change had previously been approved at committee and was moved by a trustee in the meeting.

Infrastructure and utilities: The board awarded the Marshall Drive water-main relay, storm-sewer and street reconstruction project (project 41266) to Musson Brothers Incorporated for $698,287. The work includes relaying the water main, reconstructing sanitary manholes and laterals, installing new storm sewer, and replacing curb, gutter and pavement. Separately, the board approved an engineering services proposal with Rupert Milkey to create a 20–50-year sanitary sewer collection system facilities plan required by the Wisconsin Department of Natural Resources; the plan is expected to take about 1.5 years.

Sewer funding: The board approved a private-property infiltration and inflow reduction funding agreement with the Milwaukee Metropolitan Sewerage District for Jacobson Drive (Annie Avenue to Menomonee Avenue). The program would canvas up to 26 property owners to replace sanitary laterals at no cost to participating residents; MMSD funding will reimburse the village up to $575,000.

Ordinance update: Trustees repealed and replaced Article 4 of Chapter 82 of the municipal code to update the recycling program per state code requirements (referenced in the meeting as "state code chapter 544"). The ordinance includes about 17 updates such as a definition for glass containers, language on adequate bin size to facilitate recycling, and a fine mechanism for placing hazardous or nonrecyclable materials in recycling bins. The change was presented as necessary so the village can apply for grants and other funding.

Other business: The board approved a 2026 ground lease with the Menomonee Falls Historical Society for Old Falls Village and confirmed the village president's appointment of Mark Fitzgerald to the village board of review to fill a vacant seat.
