Seth Reeb, testifying for a coalition of veterans groups, framed the bill as honoring veterans by turning "hope into a partnership: every dollar a community gives, the state stands behind it." Witnesses from the Orange County Board of Supervisors and Monterey County also registered support. Proponents said the match would stabilize maintenance funding, especially for smaller or rural cemeteries that otherwise struggle to build endowments.
