Willow Springs’ village board voted on a package of intergovernmental agreements, capital purchases, business licenses and commission reappointments at its April 11 meeting, approving each item by roll call.
The board approved an amendment to a July 2022 intergovernmental agreement to allow a final payment and extend the agreement term through the end of the year. President Nanaimo provided background that the amendment leaves the rest of the IGA in full force and noted that Winnetka has budgeted the $100,000 purchase and is pursuing a grant but intends to complete the purchase if the grant is not awarded.
The board also approved Willow Springs’ enrollment in the regional summer work program for 2024; trustees said the village and nearby township residents have benefited from the program in prior years.
On capital items, trustees approved a purchase to procure utility gates/interceptors for a location specified in the meeting packet; the transcript record of the dollar amount was unclear and is recorded in clarifying details as not clearly legible in the minutes. The board separately approved a contract proposal with American Veil Coating Inc. for park-court repairs and resurfacing at Lions Park and Willow Park for $89,865. The project includes a multi-layer, fiberglass-reinforced patch for cracked surfaces, new posts and nets, striping and the reconfiguration of Willow Park courts to add two pickleball courts. Funding sources mentioned included an ARPA allocation (approximately $88,000) plus a line item for park improvements.
The board approved Resolution 2024-R-03 reappointing members to five village commissions (Beautification, Planning & Zoning, Proof’s commission, Parks & Recreation and others listed in the packet); several reappointees were present and acknowledged. Trustees moved and seconded the measure before a roll-call vote to approve the resolution.
On licensing matters, trustees tabled a new-business application for a ‘‘psychic adviser’’ at 8695 Archer Unit 2H because the applicant did not appear as required by the application cover page. A separate fitness-business application was presented in person by an applicant who identified himself as Anthony; after brief questions about remodeling, trustees approved that license. The board approved a temporary solicitor’s permit for Cultural Construction (roofing, siding, windows and doors) on the condition the applicant clarify dates and adhere to the village code hours (8 a.m.–6 p.m.) and solicitation-ID/sticker requirements.
The meeting concluded after a brief public-comment period during which a resident noted audiovisual controls at the chamber and trustees reiterated recent improvements at the community center. The board adjourned at 7:50 p.m.
