Student witnesses and campus basic-needs staff described campus food insecurity. "No student should have to wait until they are in crisis to access food support," said Lorena Alvarez Flores, UC Davis student and basic needs coordinator. Multiple student organizations, food policy groups and nutrition/dietitian associations registered support, noting the potential to improve retention and student health.
Committee members voiced strong backing for the bill. Senator Ashby said the measure simply connects existing data and resources to reduce barriers; Senator Laird moved the bill and a recorded roll call indicated unanimous support in committee, sending SB 961 to Appropriations.
Supporters said the bill facilitates outreach and earlier access to food supports; no opposition witnesses were recorded at the hearing.
