Commissioner Corey asked to remove the item from consent because the applicant was not present and commissioners had substantive questions about the building's deteriorated condition and whether proposed work would constitute a violation.

Staff told the board that the existing window was not a known code violation unless it were modified, that staff could assist the new owner, and that the case could be deferred to February or partially approved depending on submitted details. After discussion, a commissioner moved to approve the staff recommendations and stipulations; the motion was seconded and passed on a roll-call vote with all present members recorded as voting yes.
