Charter panel recommends City Clerk remain elected, extends term to four years

The Charter Revision Commission voted unanimously at its April 16 meeting to recommend that the City Clerk remain an elected position and that the term be extended to four years.

Chairman Arthur Kelly said he placed the item on the agenda for further discussion after commissioners reviewed an analysis circulated by Commissioner Gail Tagliatelle outlining pros and cons of elected versus appointed clerks. Commissioner Tony Mancini moved to retain an elected clerk and extend the term to four years; the motion was seconded and carried without opposition. All commissioners present voted in favor (7-0), the chair said.

Commissioners debated the trade-offs: supporters said a four-year elected term preserves democratic accountability and ensures continuity with the mayor, while opponents had earlier raised concerns about qualifications and the risk of electing a clerk who is unprepared for the job. “The other side of the coin is . . . there’s no qualifications necessary,” the chair summarized during the discussion.

The commission will include the recommendation in its report to the City Council for consideration during charter revision proceedings. No council action was taken at the meeting; the council will receive the commission’s recommended language and determine whether to place a charter change on a ballot or adopt implementing ordinances.
