Jen Davila attended the Bluff Planning & Zoning Commission work session April 16 to seek guidance before filing a formal land-partition application to split off roughly a half-acre from a residential lot she owns at 152 North 5th East (Block 11, corner of Mulberry and 5th East).
Davila said she has engineering work completed and that culinary-water and sanitary approvals exist; she and colleagues noted that septic design and a meter installation remain to be submitted. The commission treated the exchange as a pre-application review to confirm which materials are needed for a complete submission.
Commissioners clarified zoning rules and measurement points: minimum lot size for the residential zone is a half-acre; setbacks discussed included 15-foot side setbacks and a 25-foot front-yard setback. Commissioners and Davila clarified the house orientation and driveway access (the driveway and entrance are planned on 5th Street, while Mulberry will function as the front yard per the zoning discussion) and confirmed a building envelope can be accommodated under those dimensions.
On procedure, Chair Malia Collins explained this pre-application review is intended to help the applicant prepare a complete packet; if the application is complete it likely will be processed by the town’s land-use authority and may not require a separate town-council hearing. Commissioners advised Davila to submit septic plans and the full application; the item was expected to appear on the commission’s next regular meeting agenda (May 6) for formal consideration.
