Senate committee advances party‑affiliation registration change requiring 30‑day declaration before primaries

Senate Bill 777, sponsored by Senator Lowe, was debated at length in the Senate Finance Committee before the panel adopted the finance amendment and recommended the measure for passage to the calendar.

As amended, the bill establishes a mechanism for voters to record a party affiliation in advance of a primary, requires any change or declaration to occur at least 30 days prior to a primary, and provides that a voter's first‑time affiliation will be recorded when they vote in their first primary on or after February 1, 2027. "That is correct," the sponsor said when asked to confirm the 30‑day window.

Supporters, including Leader Johnson, framed the bill as a way to protect a party's nomination process from organized crossover voting: "If you're gonna have a say in who our nominee is, you should have that revelation at least 30 days before the election," he said. Opponents, including Senator Lamar, called the change ‘‘a form of voter suppression’’ that could lock voters into a prior choice and limit flexibility to select a nominee on short notice.

Josh Houston of Senate Legal Services explained implementation timing and the effective‑date mechanics, saying the bill would treat a first‑time primary vote on or after Feb. 1, 2027, as establishing an affiliation for voters who had not previously declared online or by paper. The committee adopted finance amendment 17942 to reflect changes and recommended SB 777 for passage to the calendar.
