Peter Hendrickson, associate vice chancellor for design and construction, told the Regents’ finance committee that UCLA Health is seeking approval of the budget, scope, external financing and design for tenant improvements at 5210 Pacific Concourse. "UCLA Health is here today to seek approval for the budget, scope, external financing and design following adoption of a mitigated negative declaration pursuant to the California Environmental Quality Act," Hendrickson said.
Hendrickson said UCLA Health acquired the roughly 170,000 gross‑square‑foot, two‑story life‑sciences building in October 2024. The proposal would renovate most interior spaces and upgrade building systems to support an ambulatory surgery center with 10 operating rooms, a clinical microbiology laboratory, a community‑fill pharmacy and specialty pharmacy, plus physical‑therapy and support spaces. The presentation listed approximately $155 million for construction and a total project cost stated in the presentation as roughly $220,001,296.
The presenter said the project will pursue LEED Silver at a minimum, with a target of Gold, include minor seismic and roof strengthening work and modify landscaping and parking. Construction will be procured as a construction manager‑at‑risk project; the presenter said the successful bidder’s price was substantially below the pre‑bid estimate and that all bidders came in lower than expected.
The committee asked no substantive follow‑up questions after the presentation. The committee moved and approved the item by roll call. The committee also recorded that the project was covered by a mitigated negative declaration under CEQA as part of the approval.
What happens next: the approval authorized the scope and financing approach presented to the committee; staff will proceed with procurement and final design consistent with the adopted environmental findings.
