Carroll County opens bids for equipment and furniture; awards DPW equipment purchases

Commissioners opened and reviewed several procurement bids on April 20, including generator installation, dump trucking, dining‑room tables and resident living‑room furniture, and voted to award three Department of Public Works (DPW) equipment bids.

Bid openings included multiple vendor quotes for a generator (examples read into the record: Barrington $122,500; Gemini Electric $108,900; Ewing Electric $100,007.47) and a dump truck bid from Jugger Truck Center listed at $94,062. Commissioners heard the bids and directed staff to review the submissions carefully before final awarding on certain items.

Staff presented RFP results for dining tables (budget $24,432) and resident living‑room furniture (budget $48,403); Concordance Health of Edison, New Jersey, was the apparent low bidder for both items (dining tables $23,995.24; living‑room furniture $42,361.83), and staff recommended awarding those contracts after additional review. Commissioners opted to revisit the furniture awards in two weeks to allow a final review of bid documents.

Separately, the DPW director asked the board to award three pieces of equipment needed for spring operations (brush hog, lawn mower, skid steer). A commissioner moved to proceed with award of all three DPW items; the board agreed and approved the awards by voice vote to allow DPW to proceed with purchases for the season.

Commissioners discussed practical issues including long‑distance vendors, potential trade‑in values and disposal of old furniture, and asked staff to include total price summaries on bid cover sheets to aid review.
