The chair of the Dallas Education committee said members would quickly review a miscellaneous education bill that includes changes to criminal-background-check rules for education employees and contractors.
A committee member said “Section 14 and 15 will allow the agency of education to conduct criminal background checks on employees and contractors who potentially may interact with children.” That member added the sections also update procedures for relying on prior checks and maintaining records.
Staff clarified that section 15 amends an existing statute in Title 16 (section 256) to add the Agency of Education to a list of employers covered by the continuing-validity rules for criminal-record checks and record maintenance. “This is current law that’s applicable to teachers, superintendents, AOE now, and anyone else listed there,” a staff member said.
Members asked procedural questions about fee payment and how ongoing checks would operate in practice. One committee member noted subscription services are referenced in the bill language and asked whether public-school employees could be subject to regular rechecks; another said the subscription-service language is currently in law. Staff said ways and means will address who pays the fee.
No formal vote was recorded during the session; members said they expect further work and a fuller floor report at the next meeting.
The committee agreed staff would provide printed language and a short floor summary for Tuesday’s work so members can answer questions about process and implementation.
