The Dallas Education committee spent part of a brief meeting walking through miscellaneous edits to a wide-ranging education bill, flagging name changes, timing fixes and procedural clarifications.
Chair noted sections 3–12 will change the name from BOCES to CISA; staff said that language will be removed in the ways-and-means amendment and placed elsewhere in the bill’s text. A committee member confirmed the section-by-section summary documents the change.
On class-size minimums, a staff member and committee members repeatedly said the bill does not change policy. “We’re not changing any of the policy by class size minimums,” a staff member said; the edits instead reconcile statutory dates so the policy aligns with rulemaking timing. Committee discussion clarified that rulemaking is expected to initiate by Aug. 1 and that the three-year timing referenced elsewhere will begin on July 1, 2027 or when rulemaking is adopted.
Members also discussed whether the state or local employers would pay for criminal-background checks added elsewhere in the bill; staff and members agreed ways and means will address payment questions and that printed language should be available at the next meeting.
The chair closed the brief session and asked Beth to prepare draft language and materials for next week’s, more detailed meeting.
