The chair said the committee will return to a more detailed review of merger and consolidation language next week, aiming to move lessons from Act 46 into Title 16 chapter 11 while preserving voluntary mergers.
“We're talking about making sort of the initial part of that mandatory or that you have to get together and talk,” the chair said, describing a proposed requirement for districts to hold initial conversations about consolidation while stopping short of forced mergers.
Members discussed challenges learned under Act 46 and said facilitation and procedural clarity could make the process less time-consuming for communities. The chair asked staff (Beth) to walk the committee through the envisioned process at the next meeting and suggested members read chapter 11 of Title 16 in preparation.
The committee did not take a vote; it scheduled further drafting and discussion for the next meeting.
