Chair Poucher, presiding over the Committee on Consent and Rules, moved to advance several Senate committee substitutes and said litigation concerns warranted removing some items from the consent calendar.
The move placed House committee substitutes for Senate substitutes for "Senate bills 9 0 7, 11 54 and 12 72 by Senator Hudson" on non-consent, meaning the measures will proceed through the regular calendar rather than the consent calendar. Chair Poucher explained the rules of consent "is that it doesn't make a major change to prior policy" and that because of "the lawsuits or possible lawsuits" the committee determined the items should not be handled by consent.
After the clerk called the roll, Chair Poucher announced, "By your vote of 6 ayes and no nos, you have voted House Committee substitute for Senate substitute, Senate committee substitute, Senate Bill 9 0 7, 11 54 and 12 72 to pass non consent." The committee recorded a 6-0 tally in favor of advancing those substitutes off consent.
Later in the same session Chair Poucher moved that "Senate Committee substitute for Senate Bill 11 42 also by Senator Hudson" be voted to "pass consent." The clerk called the roll again and Chair Poucher announced the result: a 6-0 vote in favor. Chair Poucher noted that if a bill is passed non-consent "it will go on to the normal perfect third week calendar tomorrow."
With no further business, Chair Poucher closed the meeting and the committee adjourned.
