Commission honors longtime county employee and mourns Bellingham town administrator

The Norfolk County Commission opened its March 25 meeting by taking Item 5 out of order to recognize Joseph (Joe) for long service to the county. By motion, commissioners praised Joe’s 40 years of service; remarks noted institutional knowledge, a small gift was presented and Joe said he would remain available on a limited consulting basis.

The transcript includes the motion to recognize “Item number 5 out of recognition for Joseph Durer employee is a county service.” Several commissioners and colleagues spoke in tribute to Joe’s record and service.

Later in the meeting Chair (Speaker 1) announced the death of Dennis Charles Frame, town administrator for Bellingham. The Chair said, “Dennis Charles Frame… passed away on 03/17/2026 after a hard fought battle with cancer.” The commission extended condolences to Frame’s family and the community and observed a moment of remembrance before adjourning.

Both items were entered into the meeting record; no formal votes beyond the recognition motion were recorded beyond standard voice approvals.
