Bend MPO board adopts FY27 budget, UPWP amendment and 2027–2030 MTIP; minutes approved

The Bend Metropolitan Planning Organization policy board on April 17 approved several governance and planning items including meeting minutes, the FY27 budget, a mid-cycle Unified Planning Work Program (UPWP) amendment and the 2027–2030 Metropolitan Transportation Improvement Program (MTIP).

FY27 budget: Staff presented the FY27 budget summary — revenue sources identified included Federal Highway Administration and Federal Transit Administration funds, Safe Streets and Roads for All grant funding, discretionary State Highway Fund (SHF) allocations and remaining federal COVID relief funds. Staff noted existing agreements constrain reallocating some SHF amounts in the current cycle; board members were advised that discussion about reallocating SHF funds for future fiscal years will begin at the June meeting. After opening a public hearing and taking public comment, the board adopted the FY27 budget by resolution 2026-01 with an amendment that increased intergovernmental revenue and program appropriations by $2,300. MTIP adoption: Staff explained the 2027–2030 MTIP lists federally funded projects in the MPO area and noted overall funding totals are lower than in past cycles because fewer large grant-funded projects appear in this cycle. After discussion, the board adopted the 2027–2030 MTIP by resolution 2026-03; the chair noted the motion passed with all voting representatives present.

Public comment: A public commenter repeated a request to use state highway fund dollars (the amount cited varied in the record) as seed money to create a special road district for Shoots River Woods; staff said that existing SHF agreements limit reallocating funds for FY27 and suggested the item could be discussed for future years in June.
