Scofield council adopts records fee schedule and master fee resolution

The Scofield Town Council on March 13 adopted a records-request fee resolution and a master fee schedule intended to standardize administrative charges for town services.

The council approved Scofield Town Resolution 3-2026, a GRAMA (Government Records Access and Management Act) fee schedule prepared with the town attorney. Mayor Jim (Jim Levanger) advised the charge for staff time responding to records requests is set at $45.00 per hour. Council member Ralph Brinkerhoff moved to adopt the resolution; Meliss Holloway seconded and the vote was unanimous.

Council members then considered Scofield Town Master Fee Resolution #3-12-2026, which lists administrative fees across six titled sections including business licensing, building permit-related fees (the transcript states building permit fees are administered through Carbon County), and fees for water and sewer inspections and hookups. Meliss Holloway moved to adopt the master fee schedule; Kim Erikkila seconded and the motion passed unanimously.

The adopted GRAMA fee schedule designates a records officer and describes submission and clarification requirements, response timelines, record classification, and the fee structure. Council discussion noted that business licensing fees will need future review.
