Ahad updated the committee on the Lodi access center and said the project is at a critical inflection point: the lease agreement with the city of Lodi has been finalized and the item was scheduled for Lodi City Council consideration the same night, with county board execution targeted for May 12.
"The lease agreement, with the city of Lodi has been finalized," Ahad said, adding that execution of the lease is the critical‑path item that will allow architecture and construction agreements to be executed so the clinic space can move into construction. He said surrounding shelter construction has already started and that the clinic space is shovel‑ready once contracts are executed.
From a funding standpoint Ahad told the committee the Health Resources and Services Administration (HRSA) granted a one‑year no‑cost extension that moves the project period end date to Sept. 30, 2027; he said the HRSA award originally provided $1,800,000 and was earmarked in 2023 under Congressman McNerney.
Ahad said the extension is a no‑funds extension intended to allow contracting and construction to proceed without losing the award. Committee members asked clarifying questions about the extension, ARPA funds used elsewhere on the site, and the readiness of design and building departments; Ahad and staff said NEPA work completed by the city and design schematics are in place.
The committee did not take formal action on the Lodi update; staff said they will follow up on lease execution and the county board timeline.
