Commission backs staff recommendation to limit retaining-wall work at 447 Fair Drive after neighbors raise concerns

The council considered a request for a certificate of appropriateness to install a retaining wall at 447 Fair Drive aimed at preventing soil and runoff from reaching the sidewalk.

Applicant Mr. Wentworth, who participated virtually, explained chronic erosion and safety concerns that have made access difficult for children and raised fall risks for neighbors. He apologized for a prior stop-work order and said he believed similar materials were used elsewhere in the neighborhood.

Bianca Maldonado, president of the Monte Echelo Park Colonists Association, asked the commission to follow staff recommendations and noted that the larger bonded street-reconstruction project had different approvals and engineering review; she said city engineers did not recommend full retaining walls in their review of the neighborhood reconstruction.

Staff told commissioners that the unified development code and historic-district guidelines favor natural stone and low-profile edging over poured concrete retaining walls in the district. Commissioners and staff discussed options including a low landscape edge or stone treatment that could be approved administratively if resubmitted with details.

A commissioner moved to support staff recommendations limiting the proposed retaining-wall treatment and the motion passed on recorded roll-call votes. The council instructed the applicant to work with preservation staff on a revised proposal consistent with district guidelines.
