The chair described photos he received and told the commission that cars were parked “right around the fire hydrant,” and that people were walking across the highway during the event. He said neighbors had complained and that the pattern of parking and temporary traffic barricades made the situation more hazardous than usual. “They had four cars parked right around the fire hydrant,” he said.
Staff reviewed the conditional‑use permit language and noted the permit requires a paved parking lot with a minimum of 40 stalls to be built before the permit is issued. Commissioners discussed options including asking the operator for a recap of the event, requiring a shuttle arrangement when events exceed on‑site capacity, or sending a notice about roadside parking and towing if necessary to clear emergency access.
The commission directed staff to look into the permit terms and follow up with the Palmer Barn operator; commissioners agreed that if the use is creating regular safety hazards the operator should be required to present a mitigation plan or face enforcement action.
