Staff member said the packet would "direct the Department for Children and Families to the Department for Vermont Health Access to report to the relevant standing committee as far as before 12/15/2026, that a needs assessment related to the implementation of the HR1 changes to SNAP and Medicare requirements." The language would also require quarterly updates in 2027 and 2028 so standing committees receive ongoing information.
Separately, staff described a proposal directing the Department of Vermont Health Access to establish and distribute per-member-per-month primary care case management payments in FY27; the proposal was identified as coming from Senator Cender Alliance. Committee members acknowledged the report requirement and asked for more detail on the mechanics and timing; staff said the language would be refined and included in the next circulated bill.
No formal vote occurred; staff will return revised language and the committee will review subsequent drafts.
