Cibolo EDC staff to draft MOU moving staff salaries into EDC fund; Chambers to present on value

Staff updated the Cibolo Economic Development Corporation on next steps for the FY27 budget and a planned memorandum of understanding (MOU) to move staff salaries into the EDC fund.

During the budget update (item 7c), a staff member (S4) said the MOU is being redrafted with legal counsel (Mister Garza) to clarify how staff salaries would be structured within the EDC fund but that day-to-day staff activities likely would not change. "That will come before this board sometime in July or June as a draft and then July to action," the staff member said.

Staff also said the Tri-County Chamber will present in June and the Chamber's representative (Maggie) will present in July to discuss the organizations' value and services to city businesses. Staff emphasized that no final budget decisions will be made at those presentations and that the board will continue to see the budget item on future agendas until adoption.

What’s next: staff will circulate the draft MOU to the board as a redline draft, seek legal input, and return in June/July with formal action scheduled for July. The board will continue budget discussions at subsequent meetings.
