Board signals consensus to certify state�s retention bonus funding despite local-match concerns

Amherst County school staff briefed the board on a state-funded retention/bonus opportunity tied to SOQ-funded positions and asked whether the division wanted to certify to accept the funds.

Staff (Speaker 2) told trustees the states offer would provide an estimated $460,884 for the division but that the state requires a local-match component; staff cited a local-match estimate of $198,935 and said the combined pool discussed in conversation totaled roughly $659,008. Staff explained the state will require a May 1 certification and that certified divisions can later decline or return funds if they determine they cannot meet local obligations.

Trustees discussed the timing and whether it is prudent to certify now. Multiple board members said certification to secure the state funds (and time to plan locally) was acceptable, while stressing the need to protect capital and other budget priorities. One trustee noted the division has in the past certified and later returned funds when circumstances changed.

Staff said the state allowed flexibility in how bonuses are distributed and how local-match contributions are timed; staff pledged to draft a plan showing how any local match would be funded and to return to the board with that proposal.
