The Parlier City Council approved a midyear budget review Thursday that staff said would transfer funds and adjust appropriations across multiple city funds.
Finance staff (introduced as Myra) told the council the midyear estimates align with the adopted budget overall but reflect several changes: a decline in community-development and impact-fee revenue tied to limited development; a planned ARPA transfer for a downtown façade phase that reduced the projected general-fund surplus; and a projected water-fund deficit driven by the need to replace aging water-meter transmitters. Staff said the city’s primary general-fund revenue sources (property and sales tax) have remained relatively stable but that limited growth in development has constrained revenue increases.
Council pursued clarifying questions about preschool enrollment accounting and the scope of grant-funded projects; staff said attendance and reporting figures would be provided. After discussion, councilmember Diego moved to approve the staff-recommended transfers and appropriations, councilmember Janie seconded, and the motion carried with five ayes.
The action was a midyear review and transfer of appropriations consistent with staff recommendations; staff will provide the council with the detailed line-item schedules and supporting reports used in the presentation.
