IURA outlines CDBG/HOME recommendations and flags spending deadline to meet federal ratio

Agency staff presented the agency's recommended Community Development Block Grant (CDBG) and HOME project list for the funding year and described both project priorities and timing constraints related to federal spending rules.

Nels summarized the action plan the agency will forward to the county council: a focus on housing, continuation of job training and placement programs, and public‑facility improvements such as raised sidewalks on Floral Avenue. He noted the Floral Avenue sidewalk work received the most public comments in favor. The Wharton Studios accessibility improvement at Stewart Park was highlighted as a priority but staff said the committee ran out of funding before that project could be funded in full.

On federal timing, Nels said the agency must meet an unexpended‑funds ratio by June and that the agency needs to spend about $290,000 by that deadline; internal tracking showed roughly $390,000 in expected expenses that could be charged to the grant portfolio. He noted a capitalized loan fund of about $250,000 currently waiting to be loaned out and expected vouchers of about $150,000 arriving soon to help reduce unexpended balances.

The board discussed site specifics and impacts (for example, concerns about a curb cut and parking access where sidewalk changes have affected a local business). Staff also provided a construction update: modular restroom units for Cass Park will be delivered once sitework is complete and are expected to be in place by June.

Members agreed to look for fast‑moving projects that can spend CDBG funds within the timeline if necessary, and to consider reprogramming funds where feasible to meet federal requirements.
